Penelope Soto appeared before a judge on charges of illegal possession of a controlled substance. The judge in arraignment court was not amused when she repeatedly giggled and acted loopy. After bail was set at $5,000, she giggled “Adios” to the Hispanic judge and was called back to the bench. The judge doubled her bond and she flipped him the bird.
