Good samaritans sometimes bump into murky systems

DOES ANYONE KNOW THE OUTCOME OF THIS SITUATION?

Subject: CRAZY NONSENSE FROM METRO ANIMAL SERVICES!

I need help and the Dr. in the Neurosurgical practice I work for said to E-mail you since you are “all that!”
Last evening a woman was outside on Eastern Parkway yelling and screaming, traffic had stopped and a smallish white dog was running frantic. This woman claims the dog attacked her after being thrown out of a moving car, and being hit by another. The person that threw the dog sped off while the man that ran over her stopped until cars starting to honk to get by. This dog was obviously very injured and scared. Neighbors and eventually the police all gave chase (2 cars, one officer on foot) while this dog was freaking out. Metro Animal Services came and eventually captured the dog. I offered any help with veterinary bill etc. and received an activity # of A14-004933 from a begrudging Officer Lega.
I called Metro Animal Services to check on the dog today and was told that I needed to go online to submit and “Open Records Request” and they could not give me any information since theirs was a “secure facility” and couldn’t even tell me if the dog was alive or not.
This is government gone crazy. Who are we protecting here?
